BULL CREEK MENS GOLF ASSOCIATION 2022 General Policy
The BCMGA General Policy is subject to change with the possibility of little or no notice. It is the goal of the Board to schedule the tournaments, prepare the rules and finalize the annual Fiscal Budget prior to the start of the tournament year. Budget constraints, Bull Creek Golf Course (BCGC) schedule conflicts, weather and unforeseen challenges may force changes. The Board appreciates your cooperation and understanding.
The following policies are not defined nor included in the Bull Creek Men’s Golf Club (BCMGA) By-Laws. Policies are not a part of the B-Laws to give the Board of Directors (Board) maximum flexibility in any given term. The Board may implement, revise, rescind or replace these policies as the need arises.
Election of Directors:
Board’s GSGA Dues and Installation Dinner: The Board’s dues and Installation Dinner will be included in the BCMGA Fiscal Budget and paid by the BCMGA.
Absent Board member: A board member who misses more than two board meetings in a fiscal year can be removed from office by unanimous vote of the other Board Members. The Board may consider exception such as emergencies, work, vacations, medical reasons or other reasonable circumstances.
Membership Dues: Membership Dues shall be regulated by the Board as deemed adequate to operate and maintain the club (By-Laws). $80 for renewing members, $95 for new members. $95 for renewing members who are renewing after December 31st. $45 for renewing members and new junior members.
Duties of the President
- Preside at all meetings of the BCMGA, the Board and serve as Ex-Officio member of all Board Committees.
- See that the by-laws and policies as may be adopted by the Board are properly enforced and report infractions to the Board.
- Call all meetings required by the By-Laws and policies.
- Exercise a general supervision over the business and affairs of the BCMGA and select the members of all committees.
- Ensure that an annual fiscal audit is conducted to audit the books and all records of the Club once a year.
- The President shall be bondable in the penal amount of $5,000.00 (By-Laws).
Duties of the Vice President
- Assume the duties and powers of the President when approved by the Board if the President can not perform for any reason.
- Serve on the Fiscal Budget Committee with the Treasurer and Tournament Director.
- Serve on the Audit Committee with the Treasurer
- Lead on the Blue Book Committee.
Duties of the Secretary
- Assume the powers and duties of the President when approved by the Board if the President and Vice President can not perform for any reason.
- Keep full and complete minutes of the proceedings of the Board and the meetings of the BCMGA and post in the BCGC Bulletin Board monthly.
- Send and/or post notices of annual meetings, general meetings and other notices as may be deemed necessary.
- Keep a complete roll of members and the BCMGA.
- Fill out, sign and issue all Certificates of membership.
Duties of the Treasurer
- Receive, receipt, deposit and account for all money received or disbursed for the BCMGA.
- The President and Treasurer individually shall have the power of signature for the BCMGA checking account. The majority vote of the Board is the only authority for indebting the BCMGA (By-Laws).
- Ensure that all disbursements are paid by check only.
- Prepare and report monthly to the Board a statement of all activities and the financial position of the BCMGA.
- The Treasurer shall be bondable in the penal sum of $5,000.00 (By-Laws).
- Post the monthly report to the Board in the Pro Shop.
- Maintain a checking account for the BCMGA.
- Serve on the Audit Committee with the Vice President.
- Serve on the Fiscal Budget Committee with the Vice President and Tournament Director.
Duties of the Tournament Director
- Subject to the approval of the Board plan, arrange, conduct and report all tournaments held by the BCMGA in compliance with the BGMGA Fiscal Budget and all BCMGA policies.
- Serve on the Fiscal Budget Committee with the Vice President and Treasurer.
- Serve on the Tournament Rules Committee with the Vice President.
- Post Sign-up Sheets for each tournament in the Pro Shop at least two (2) weeks prior the scheduled date of the tournament.
- Remove the Sign-Up Sheets after 5:00 PM on the Friday one week before the scheduled date of the tournament. Call prospective participants to fill-up foursomes or flights.
- Prepare Starting Times/Pairings sheet plus an alphabetical list and deliver to the Pro Shop on or before the Thursday prior to the scheduled date of the tournament. List the participants alphabetically per flight on the White Board in the Pro Shop lobby or Snack Bar.
- Send Starting Times/Pairings Sheet to the Web Director.
- Call the Pro Shop and the Web Director with any additions and/or cancellations.
- Reporting shall include but not limited to: A continuing list of money winners; Report money winners to the BCGC Manager and Web Director and post list in the Pro Shop Lobby: Keep a list of the winners qualified for the TOC: Report budget compliance after each tournament.
- Report to the annual General membership Meeting and monthly board meetings.
- Maintain a current list of all participants in the BCMGA Hole-in-one insurance program. Members who wish to participate in Hole-in-one insurance can pay the Tournament Director $2. The Tournament Director will distribute the insurance fund to the hole-in-one player. Once the funds are disbursed no hole-in-one program will be in force until the Tournament Director collects additional funds.
- Other awards per annual budget such as TOC Tee Prize and Club Championship Trophy including engraving.
- Consult with the management of the BCGC and arrange use of the premises for all events.
Duties of the Handicap Director
- Take complete charge of handicapping all BCMGA members in accordance with the BCMGA Tournament Handicap System policy. Post members” monthly BCMGA Tournament Handicaps in the Pro Shop lobby on the 1st of every month.
- Penalize or recommend to the Board to act against any member who continuously or repeatedly fails to comply with the BCMGA Handicap Policy.
Duties of the Rules Director (Assistant Tournament Director)
- Prepare, maintain and distribute tournament rule sheets.
- Assist the Tournament Director with all tournaments.
- Evaluate and determine all rules interpretation questions in accordance with USGA and GSGA rules.
Board Committees
Election Committee: Appointed by the President. Conduct annual elections in September through November and report results to the BCMGA.
Fiscal Budget Committee: Vice President, Treasurer, Tournament Director and any other BCMGA member appointed by the President. Prepare the annual Fiscal Budget for Board approval in September and report to the BCMGA at the annual General Membership Meeting in October. Post revisions to the Fiscal Budget in the Pro Shop lobby/BCMGA Bulletin Board.
Tournament Rules Interpretation Committee: Tournament Director, Rules Director and any other BCMGA member appointed by the President. Prepare Tournament Rules 30 days prior to the tournaments and post in the Pro Shop Lobby. Make rulings before, during and after the tournaments when needed.
Blue Book Committee: Vice President and any other BCMGA member appointed by the President. Keep General Policies, Handicap Policies, Tournament Policies, Local Rules Policies, Tournament Schedule, Tournament Rule Sheets and annual Fiscal Budget current in the BCMGA Blue Book. Update and distribute the BCMGA Blue Book any significant changes at the annual General Membership Meeting in October.
Audit Committee: Treasurer and any other BCMGA member appointed by the President. Prepare an audit Report to the President in September and the President shall communicate this report to the BCMGA at the annual General Membership Meeting.
Board of Directors Calendar
Monthly Board of Directors meeting, 5 PM in the BCGC Pro Shop Lobby on the first Wednesday of every month.
Reports posted in the Pro Shop lobby (Bulletin Board). Board meeting Minutes; Annual Fiscal Budget revisions/up-dates; Tournament Schedule; Tournament Results and Tournament Handicaps.
January Installation Dinner to select new Directors Duties
September Post nominations Sheet for Board of Directors election in Pro Shop Lobby (Bulletin Board).
October Conduct Board of Directors election.
Blue Book meeting. Tournament Schedule and Fiscal Budget to be posted before October 1st.
Annual BCMGA General Membership Meeting held Saturday after TOC during lunch.
